The domain name drop business is a tight one and not easy for the "little guy" to beat out the domain name registrars but knowing the exact drop order of .com and .net domain names does hurt beating out the rest!

.com & .net drop times are Daily and start at 1 PM CT and end around 2:15 PM CT but often run a little longer depending on the size of the drop list for the day.
Now will you be able to beat out the domain registrars? No, not likely but this will greatly help the people that have built scripts to grab domain names as they drop, because it allows you to put your resources towards specific domains at around specific times. This will even help out the people that try and hand register domain names as they drop via a registrar. Knowing the drop order allows you to know when to "send your fire power" to try and grab your specific domain name(s) you are interested in.
It will be best to use a Live Whois scanner to keep up with the exact drop. I do not have one of those.
I use the registry for .com & .net domains Verisign Whois as it is Real Time and simply hand check domains to see if they had dropped yet, which will give you a pretty good idea of where in the list the drop is.
The drop runs really fast BTW at about 700-750 domain names per minute.
If you are looking to have a little "chat" during the drop and see Available and Taken domains during the drop in near real time, check out GoDrops.com/live which is pretty neat. Action starts picking up just before 1 PM CT.
If you are really interested in a PendingDelete domain name that is dropping, it is always best to place a backorder with the leading domain name dropcatchers like SnapNames.com, Pool.com, NameJet.com and I have even been seeing Godaddy.com grabbing several PendingDelete domains with medium quality on backorders. Godaddy offers an $19.99 backorder fee which is much cheaper then the others, but Godaddy’s is also an Up Front Charge, where the others are not. If Godaddy does not grab your domain you were interested in, you get a Credit to use at a later time.

What a nice public service to make this list available – it’s been available to registrars in the right order all the time, but now it’s out in the public.
When drop registrars like Snapnames and Namejet go after the drops, they also use this list to determine which position of the list the “drop” is in. Registrars that go after those dropping names are actually supposed to use a different server pool, called the batch pool, at the registry to send their new registration requests to.

For .INFO drops the registry publishes the list as well IIRC, so you may be able to get it from an accredited registrar. I don’t know of anyone who publishes that list in the right order (yet).

You can always use the download page from NameJet.com / PendingDelete (on right side) and filter the list for .info domains only. http://www.namejet.com/Pages/Downloads.aspx

If you use the DRT software, you can do the same as they have the PD lists. Just adjust your filter settings to only show .info domains.
